Since the first taxes were collected, there have been tax evaders keen on gaming the system and preserving their wealth. The practice of hiding income on remote islands is no longer a secret. Yet evidence shows that the most formidable tax havens are not necessarily those distant islands, but rather major Western cities—from New York to London.
